History of offshore wind power development worldwide

The first offshore wind power project was installed in Denmark in 1991, marking an important turning point in the history of renewable energy. Since then, commercial-scale offshore wind farms have developed strongly worldwide, especially in Europe.

Thanks to breakthrough advances in turbine manufacturing technology, the investment cost of offshore wind power has dropped sharply to about 6-8 cents/kWh, making this energy source competitive with traditional fossil fuel sources. Modern wind turbines are manufactured with advanced engineering technology, ensuring high longevity and the ability to withstand harsh conditions at sea.

Vietnam’s offshore wind power potential

According to Dr. Du Van Toan from the Institute of Marine and Island Research under the General Department of Seas and Islands (Ministry of Natural Resources and Environment), wind energy resources are the newest and fastest-growing energy source in the world today.

Vietnam possesses extremely abundant wind resources with impressive figures:

  • Total wind power potential: 513,360 MW – the largest in Southeast Asia
  • Potential capacity: 200 times the capacity of Son La hydropower plant

Research by Dr. Du Van Toan and colleagues identifies sea areas with excellent offshore wind power potential:

1. Ninh Thuan – Binh Thuan: Vietnam’s best wind region

  • Wind speed at 100m height: Over 10 m/s
  • Wind energy density: 1,200-1,400 W/m²
  • Ideal conditions for large-scale offshore wind power development

2. Khanh Hoa: Enormous potential

  • Longest coastline: 370 km
  • Sea surface area: 37,000 km²
  • Wind energy resources: 259,000 MW (highest in the country)
  • Including the Spratly Islands

3. Ca Mau: Rich potential in the far south

  • Coastline: 254 km
  • Sea surface area: 25,400 km²
  • Wind energy resources: 203,200 MW

4. Binh Thuan: Wind energy center

  • Coastline: 192 km
  • Sea surface area: 19,200 km²
  • Wind resources: 172,800 MW

5. Special areas

Phu Quy Island, Bach Long Vi, and the Spratly Islands also possess high wind energy resources, suitable for establishing large offshore wind power projects.

Current Status of Offshore Wind Power Development in Vietnam

Initial phase (2015-2019)

  • 2015: Bac Lieu nearshore wind power project with 99.6 MW capacity became operational
  • 2017: Nearshore wind power projects in Ca Mau, Soc Trang, Ben Tre, Tra Vinh, Tien Giang, Ba Ria – Vung Tau
  • 2019: Ke Ga wind power project (Thanglong Wind) with 3.4 GW capacity, total investment of 12 billion USD approved by the Government for feasibility study

Boom with FIT mechanism (2020-2021)

With the Feed-in Tariff (FIT) policy of 9.8 cents/kWh for 20 years committed by EVN, Vietnam’s offshore wind power sector developed strongly:

  • As of October 30, 2021: 84 projects fully or partially operational
  • Total installed capacity: Approximately 4 GW
  • Number of registered projects: About 15 GW

Draft Power Development Plan VIII: Ambitious vision

According to the Draft Power Development Plan VIII (April 2022 version), the Ministry of Industry and Trade set ambitious targets:

By 2030:

  • Onshore and nearshore wind power: 16 GW
  • Offshore wind power: 7 GW

By 2045:

  • Total wind power capacity: 122 GW
  • Of which offshore wind power: 66 GW

International vision

The World Bank’s “Offshore Wind Roadmap to 2050” group proposes a target of 70 GW for Vietnam with offshore wind power prices reaching 5 cents/kWh. If achieved, Vietnam will:

  • Rank 3rd in Asia for wind power capacity
  • Only behind China and Japan
  • Surpass South Korea, Philippines, Indonesia

It is estimated that by 2050, offshore wind power can meet nearly 30% of Vietnam’s electricity demand, possibly even higher depending on the market and technological progress.

An offshore wind power project requires 7-10 years to complete stages including:

According to Dr. Du Van Toan, current policies do not grant exclusive survey rights, leading to:

  • Multiple enterprises surveying the same sea area
  • Waste of financial resources and time
  • Lack of information-sharing mechanisms among enterprises

Offshore wind power needs to be planned in coordination with:

Dr. Du Van Toan proposes:

  • Grant exclusive survey rights to enterprises
  • Avoid resource waste when multiple units survey the same area
  • Establish common rules for information sharing among enterprises

5. Inter-agency coordination

Management agencies need to:

  • Promptly approve comprehensive development planning
  • Announce priority areas for offshore wind power development
  • Create market conditions
  • Balance with other activities: maritime, national defense and security, marine conservation areas, fishing grounds
